To the Residents of our Town Water Districts:

I am writing to inform you that due to several issues that we are working hard to resolve, we are asking that residents within the Consolidated Water Districts in Woodbourne, South Fallsburg, Hurleyville, Loch Sheldrake and Old Falls please do their best to conserve water for the next 2 weeks.  

We are diligently searching for leaks within the system which are causing water use to be much higher than ever experienced.  With very little rain and increased demand due to lawn watering, car washing, and maintenance, our water supplies are lower than they should be, and we must take actions to ensure enough water is available for residents and fire protection.

We do believe that there are leaks that are undetected as of today.  We will be working non-stop to identify them.   If you are aware of any leaks, I would ask that you call 845-434-6320 and report it.  While we are doing that, we would ask that if you are a municipal customer of water within the Town of Fallsburg, that you be cognizant of your usage.  

Additionally, I am enacting Stage I of our Emergency Response Plan for the Town of Fallsburg Consolidated Water District,   Stage I restrictions are as follows:

1. Any known leak from any water pipe, valve, faucet, conduit, equipment, facility, or device connected to the Town Consolidated Water System must be repaired immediately.  
2. Car washing is prohibited
3. Washing of any street, sidewalk, driveway, outdoor steps, building exterior or other structure is prohibited
4. Use of water for ornamental purposes, including but not limited to fountains, waterfalls reflecting pools, lakes or ponds is prohibited.
5. Watering of your lawn, shrub, plants or trees may only be done between the hours of 4:00 and 5:00 p.m.and 9:00-10:00 p.m.
6. Commercial users of water are asked to curb use of Town Water by 15%.

These restrictions DO NOT affect users in the Davos Community or the hamlet of Mountain Dale, as those systems are independent and not under stress at this time.  It affects users within the Woodbourne, Hurleyville, South Fallsburg, Loch Sheldrake and Old Falls areas.  

Most importantly, should you discover any leak, please call 8454346320 immediately, no matter the time of day.

Thank you for your cooperation in this regard, and we hope to lift these restrictions as soon as possible.

This is Steven Vegliante, Supervisor of the Town of Fallsburg, with an important public health and weather advisory. Today is Sunday April 12, 2020 at 4:25 pm, Easter Sunday. To our Christian residents, I wish you a very happy Easter and to our Jewish residents a Happy and peaceful Passover.

Our Town remains under the Governor’s NY Pause Executive Order that prohibits non-essential businesses from operating and meetings of groups of people of any size. These requirements are essential in the fight to slow the transmission of COVID-19 Novel Coronavirus. Therefore, if you are not an essential worker, we urge you to please stay home.

As of today, there are over 160,000 known cases of Covid-19 or Coronavirus in NYS and over 700 souls were lost in the last 24 hours with a statewide death toll approaching 10,000. Locally there are over 370 confirmed cases and 7 deaths. There has been a slowing of hospitalizations and that is a hopeful sign that the curve is indeed flattening and the spread slowing. Please stay vigilant and follow the NY Pause guidelines.

With regard to the weather, a strong storm system will move through our area tomorrow. Thunderstorms, some severe, and high winds are expected throughout the day. Sustained winds of 20-30 m.p.h and 50 m.p.h. gusts are expected. With high winds there can be downed limbs and power lines. Please do not approach any downed power lines. If you are elderly or infirm and need assistance with necessary items tomorrow, I would encourage you to call the Emergency Community Assistance Center at 845-807-0925. They can assist you with non-health related essential issues such as food and medicines. Please make sure your cell phones are fully charged and you have flashlights handy.

CORONAVIRUS UPDATE: TODAY’S DAILY BRIEFING FROM GOVERNOR CUOMO’S OFFICE

Good morning everyone,

During his Coronavirus briefing, Governor Cuomo confirmed 5,707 additional cases of novel coronavirus, bringing the statewide total to 20,875 confirmed cases in New York State.

New York City had a total of 3,260 new positive cases, bringing its total to 12,305.

The Governor announced an initial delivery of hospital supplies to the Jacob K. Javits Center where FEMA has started to build a 1,000-bed temporary hospital that will help increase New York’s hospital capacity to combat COVID-19 and open next week. This is in addition to the four sites selected by the Army Corps of Engineers that will create temporary hospitals in downstate New York with total capacity up to 4,000.

The Governor also announced that three former Secretaries to the Governor — Steve Cohen, Bill Mulrow and Larry Schwartz — are joining the Governor’s COVID-19 Task Force. Mulrow and Cohen will be tasked with developing a NYS Forward Plan – a strategy to restart the economy following the NYS on Pause executive order. Schwartz is tasked with helping the State acquire healthcare equipment and supplies and increasing New York’s hospital surge capacity.

Governor Cuomo signed an executive order requiring all hospitals to increase capacity by a minimum of 50 percent, with a goal of increasing capacity by 100 percent.

The Governor also launched the ‘NY Stronger Together’ campaign urging New Yorkers to stay home, stop the spread and save lives. As part of the campaign, celebrities including Robert De Niro, Danny DeVito, Ben Stiller and La La Anthony have sent videos of themselves at home to reinforce the Governor’s message that young people must stay home not for themselves, but to help protect older and more vulnerable New Yorkers. The campaign will also aim to highlight donations from major corporations, celebrities, philanthropic organizations to help increase the state’s supply capacity.

Additionally, the Governor announced that the state is opening a drive-thru COVID-19 mobile testing facility in the Bronx.

Amid a shortage of personal protective equipment — or PPE — products in the state, including gloves, masks and gowns, the Governor is asking all PPE product providers to sell to the state any products that are not essential or not currently being used. The Governor is also encouraging any company with the proper equipment or personnel to begin to manufacture PPE products if possible. WINTER STORM WARNING ISSUED

CORONAVIRUS UPDATE: STATE OF EMERGENCY CONTINUES IN THE TOWN OF FALLSBURG

This is Steven Vegliante, Supervisor of the Town of Fallsburg with an Important Message. Today is Thursday March 19, 2020 at 4:30 p.m. 

I have declared a State of Emergency in the Town of Fallsburg effective immediately and continuing for up to thirty (30) days due to the spread of the global Covid-19/Coronavirus pandemic. 

This action is in addition to and supplements orders issued by the Governor of the State of New York and County Manager. 

Pursuant to the Emergency Declaration, I have suspended all non-essential functions within the Town. This includes, but is not limited to, the following:

1. As the Governor’s order prohibits gatherings of more than 50 people, Certificates of Occupancy for all camps and seasonal communities are hereby suspended. Use of these facilities within the Town is therefore prohibited. Nothing in this directive shall apply to the occupancy of any single-family homes within the Town so long as there are no more than fifty (50) people present at any time. 
2. All Town Offices are and will remain CLOSED to the public until further notice. Please visit the Town website for pandemic information, as well as department phone numbers and email addresses should you need to contact our staff. Exterior portions of our Parks will remain open.
3. All non-essential functions of the Building Department have been suspended. 
4. All Planning, Zoning Board of Appeals or Architectural Review Board meetings are cancelled until further notice. Any pending application before these boards is tolled as to time limits only.
5. Inspections of commercial and multi-unit construction projects will happen on an as-available basis. Any construction completed during this period will be at the builder/developer’s own risk and subject to inspection at a later date. There will be no latitude or protection offered as to building code or site plan violations during this crisis.

Please stay at home whenever possible during this crisis. The only way we can prevent the spread of this virus is to be vigilant, limiting in-person contact with each other and practicing strict personal hygiene.

As to the directive issued by our County Manager, while I welcome any homeowner within our Town to utilize their home, I join in the concerns raised. While it may seem preferable to spend this time in the Catskills, we will lack the medical infrastructure to handle increased caseloads of sick individuals that are projected. Additionally, the same prohibitions and frustrations apply here as they do downstate. Our stores are as empty. Local businesses are also closed.

We will enforce the duly issued directives of the Governor, County and this office equally and fairly. I must reiterate the importance of complying with the Executive orders prohibiting mass gatherings. We owe it to each other not to exacerbate this crisis.

This is Steven Vegliante, Supervisor of the Town of Fallsburg, with an updated public health advisory. Today is Sunday, March 15, 2020 at 5:00 pm.

The Sullivan County Manager has issued a State of Emergency in our County. Large gatherings are prohibited and all public schools will remain closed until at least April 1, 2020.

As we all work, as a nation and individually to slow the spread and severity of the Covid-19 / Coronavirus outbreak, I have taken several steps within the Town that are consistent with established protocols and recommendations.

All public offices within the Town will be closed to the public until April 1, 2020. We are doing this to protect our Town Staff who will be at work, performing necessary functions. I encourage all residents to phone or email staff rather than come to Town Hall. All numbers and email addresses are available on our website. If you must bring paperwork to the Town, there is a mail slot in the Town Clerk’s office and a drop box in the Assessor/Code Enforcement office vestibule. All paperwork will be reviewed as soon as possible.

For more information on the virus, please visit the Town of Fallsburg website. There you will find a Coronavirus / Novel COVID-19 page which has resources provided by the NYS Department of Health as well as links to the NYS Department of Health web page and a web page developed by Congressman Antonio Delgado’s office. As of yesterday at 8:00 p.m, there are 613 known cases of Covid-19 or Coronavirus in NYS. There are no confirmed cases within Sullivan County as of this report. There are 5 confirmed case in Ulster County, 6 within Orange County and 12 within Rockland County. There are no confirmed cases within Sullivan County. While there have been sporadic reports of local cases, none have been confirmed by the NYS DOH. However, we believe there will be local cases and we should be vigilant in protecting ourselves and our neighbors. Most that get infected will recover without incident. However, we must all limit exposure to those who have compromised immunity or primary function, as they are most at risk.

Regarding Prevention, while there is currently no vaccine to prevent this virus, these simple steps can help stop the spread of this and other respiratory viruses:

• Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer. A fun way to judge the time is to sing the happy birthday song, twice.
• Avoid touching your eyes, nose and mouth with unwashed hands.
• Avoid close contact with people who are sick or have symptoms. Practice social distancing, or remaining at least 6 feet from others, wherever possible.
• Stay home when you are sick. Employers, please cooperate and support employees that are staying home, as it is in the best interest of all not to cross-infect others within the workplace
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
• Clean and disinfect frequently touched objects and surfaces.

Our office will continue to coordinate efforts with the County of Sullivan Department of Emergency Management and Sullivan County Public Health as necessary, and will remain in contact with the NYS Department of Health and the Governor’s office.
